The Joomla 1.5.25 Updates page only shows incremental update patch files for Joomla 1.5.24 to 1.5.25 and 1.5.0 to 1.5.25.
The Joomla Update patch from 1.5.0 to 1.5.25 can be used for all 1.5.x versions, but keep in mind that if custom edits were made to core files they might be overwritten.

To upgrade incrementally from a version below 1.5.24 ...
If you are using a version before 1.5.23 you will need to upgrade to 1.5.23 first.
Joomla Upgrade 1.5.23 patch files.
Then upgrade from 1.5.23 to 1.5.24
Joomla Upgrade 1.5.24 patch files.
Then upgrade from 1.5.24 to 1.5.25
Joomla Upgrade 1.5.25 patch files.
Notes:
- Incremental patch files are preferred by most users especially if they have modified Joomla Core files and need to be careful about overwriting them. The incremental update packages only contain files that have changed since the last version making it easier to see exactly which files are new.
- Always backup the Joomla files and database before upgrading.
