Joomla 2.5 will use Joomla Platform 11.3
The Joomla CMS operates on top of the Joomla Platform framework.
The Joomla Platform has been separated from the CMS since Joomla 1.6.
This has advantages for developers. A new CMS or web application could be built using the Joomla Platform as the core "engine".
